Prevention is about saving lives. While the year brought many unique challenges, The Clinton Substance Abuse Council remained focused on protecting and preventing youth substance use.

The Clinton Substance Abuse Council(CSAC)is the non-profit organization that supports the Camanche-DeWitt Coalition, Gateway ImpACT Coalition, and other coalitions and alliances. The CSAC acts as a fiscal sponsor for the coalitions by extending our 501(c)3, tax-exempt status to a coalition/project so that they may solicit tax-deductible contributions and grants and operate under the “umbrella” of that organization. The purpose of Clinton Substance Abuse Council is to build strong, stable and informed community-based coalitions in the gateway area for the purpose of establishing healthy and caring communities free of substance abuse and related behavioral health issues. The Clinton Substance Abuse Council is one of the oldest substance use coalitions in the United States. Since incorporating in 1989, CSAC has expanded throughout the Clinton County area and expanded our areas of focus. For more information visit: www.csaciowa.org

The Camanche-DeWitt Coalition (CDC) was formed in 2013 to bring together existing efforts to address youth substance use in Camanche and DeWitt. The Camanche-DeWitt coalition is committed to reduce unhealthy use of substances and related issues to give youth a secure place to grow and explore. The CDC (through the Clinton Substance Abuse Council as the fiscal sponsor) has been funded under a Drug Free Communities Support Program grant that is set to expire in 2025. The CDC has had great success over the last 7 years of this program seeing a 17% decrease in past 30-day drinking rates among Camanche & DeWitt youth.

The Gateway ImpACT Coalition (GIC) was formed in 1989 by a group of parents and citizens who were concerned about underaged drinking. GIC is a group of your friends, neighbors and professionals who work together to keep youth healthy and reduce substance use. The GIC (through the Clinton Substance Abuse Council as the fiscal sponsor) has been funded under various local, state, and federal grants. GIC has contributed to a 25% reduction in the number of 11th graders using alcohol, and a 13% reduction in the number of 11th graders using marijuana throughout the DFC project.
