Forever Seventeen's Mission

At Forever Seventeen, our mission is to honor the memory of Chloe Lucas and Kennedy Elskamp by empowering future healthcare providers and emergency responders through scholarships, and by creating lasting opportunities that bring hope and positive change to the community. Our vision is to transform loss into lasting impact, inspiring future healthcare heroes and first responders to carry forward a legacy of courage, care and community.

The Forever Seventeen Foundation was created in honor of Chloe Lucas and Kennedy Elskamp—two vibrant young women whose futures were filled with promise. At 17, Chloe dreamed of a career in healthcare, and Kennedy aspired to serve as an emergency responder. Their lives were tragically cut short in a senseless car crash, but their compassion and spirit live on. 

We are committed to empowering future healthcare providers and emergency responders through scholarships and meaningful opportunities that inspire hope and strengthen our community.

Forever Seventeen's Vision

Our vision is to transform loss into lasting impact, inspiring future healthcare heroes and first responders to carry forward a legacy of courage, care, and community.

 We currently issue scholarships to area schools in Dubuque County: Dubuque Senior High School, Hempstead High School, Wahlert High School, Alta Vista Campus, Western Dubuque High School, Cascade High School, and Tri-State Christian High School. 

Education

In addition, the parents of Kennedy and Chloe have engaged in statewide educational outreach along with the Iowa State Patrol in visiting high schools to share our Forever Seventeen program on “The Devastation of Speed,” hoping to spare other families from the heartbreak ours has endured.  

In 2025 they traveled over 5100 miles, attending over 20 schools and events.  So far in 2026 they have presented 11 times across the State of Iowa, including 2 high schools in Wisconsin.

This is a very important piece of their mission to education students, parents and schools in the hopes to prevent this tragedy from happening to another community.
