The Forever Seventeen Foundation was established in memory of Kennedy Elskamp and Chloe Lucas who were tragically killed in a senseless car crash on July 1st, 2022 - both girls were only 17. The two young ladies were looking forward to a future in the emergency responder and healthcare fields, respectively.  Kennedy planned to become a travel nurse and then go on to become an EMS/Firefighter.  Chloe planned to become a NICU nurse to work with babies.

Forever Seventeen's Mission

The mission is to raise funds to award scholarships to deserving individuals in the community seeking to serve in the healthcare and emergency responder fields and to provide other opportunities for positive community impact in their memory.

 In 2025 they issued 9 $1000 scholarships to area schools: Dubuque Senior High School, Hempstead High School, Wahlert High School, Alta Vista Campus and Western Dubuque High School.  

In addition to scholarships, the parents of Kennedy and Chloe have attended over 15 high schools all across the State of Iowa to share their story.  They have partnered with the Iowa State Patrol to travel along with the Camaro to present on the Dangers of Speed and Distracted Driving.  This is a very important piece of their mission to education students, parents and schools in the hopes to prevent this tragedy from happening to another community.
